In 2019, Faculty of Public Health and Dong Thap Medical College (DTMC)
had a discussion Memorandum Of Understanding (MOU) plan regarding the future academic collaborative activities between PH-UBRU and DTMC. The agreements on the following memorandum activities:
1. There will be exchange programs for faculty members and students of Dong Thap Medical College and UBRU’s Faculty of Public Health
2. Approximately 2-3 Training Workshops  for staff or Faculty members and an annual summer school program for students of Public Health and other health sciences programs
3. Co-Subject or Program development of which the pilot project will be carried out in the course Community Public Health Practices. Eight students from UBRU will enroll in the course at DTMC.
4. DMC staff will observe class instructions at UBRU for mutual curriculum improvement plan. 
5. There will be a collaborative academic program between DTMC, UBRU and Hanoi Public Health University in both undergraduate and graduate levels.
6. UBRU, DTMC and Champasak Health Science College will be the focal point in establishing the sub-regional network of education institutes in Lower Mekong Basin.
7. There will be research projects and international conferences between DTMC and Faculty of Public Health, UBRU.
8. There will be an initiative project aiming to establish the future LMB PHEIN (Lower Mekong Basin Public Health Education Institute Network). DTMC will host the 1st meeting on the matters regarding LMB PHEIN in Dong Thap, Vietnam.
9. There will be a board of  Co- committees from both Faculty of Public Health, UBRU and DTMC. The board will be responsible for Action Plan detailing agreements and activities resulting from this meeting.
10. There will be a platform via social media and websites of LMB PHEIN to promote and exchange news and information among members.

Key Activities of PHEIN

1.organization of annual meetings among PHEIN members board of the Network, the organization of annual meetings will be rotated among PHEIN members.
2.interaction through a dedicated website: https://pheinlmb.ubru.ac.th/ 3.institutional exchanges between staff and students from each partner;  4.exchange of information pertaining to the developments in training, summer school program, collaborative research or academic project developments and project promotional activities.
5.conduct cultural exchange activities among PHEIN members and conservation to apply community health work of our region;
6.organize annual international scientific meetings or conferences by on-site or telecommunication as and when needed; and
7) evaluation of the network’s objectives achievements according to mutually agreed milestones.
