ระหว่างวันที่ 4 – 5 กรกฎาคม 2023 ณ วิทยาลัยการแพทย์ DONG ThAP จังหวัด DONG ThAP ประเทศเวียดนาม
ในการประชุมในครั้งนี้เป็นการทบทวนและฉายภาพอนาคตของการดำเนินงานของเครือข่าย PHEIN ผ่านการประชุมของสมาชิก 3 สถาบันหลักได้แก่ Dong Thap Medical Collage, มหาวิทยาลัยราชภัฏอุบลราชธานี และ Champasak Collage of Health Science และการเสวนาในรูปแบบ Penal discussion แล้ว ยังมีการนำเสนอและบรรยายหัวข้อทางวิชาการที่เกี่ยวข้องกับการพัฒนาสุขภาพและความเป็นอยู่ที่ดีของนักศึกษาในอนุภูมิภาคแม่น้ำโขง ซึ่งผลการประชุมและสัมนาในครั้งนี้จะนำไปสู่การกำหนดทิศทางการพัฒนา และความเชี่ยวชาญของเครือข่าย PHEIN ในอานาคตอันใกล้ โดยเฉพาะในเป้าหมายที่ 3 (SDG3: Good Health and Well – being)ให้บรรลุเป้าหมายในอีก 7 ปีข้างหน้า
